Information on Secretary Order 3388 and NASORLO concerns and position on rescinding and re-issue.

NASORLO’s position summarized as:

” Restore GAOA as enacted and fund it at  levels approved for distribution from the Land and Water Conservation Fund for state, territorial and local outdoor recreation grants as defined in the FY 2021 Omnibus Appropriations Bill ”

Here is some information, attachments and draft Gov. or elected official letter on this topic.

The headline in the DOI press release says ” The Secretary announces a historic increase in funding for the State and Local Assistance Program “.  What they forgot to mention in the headline, but is very obvious from the changes made to the former state, local and territorial outdoor recreation grants program, is the virtual elimination of priorities of grants for playgrounds, ball fields, state parks upgrades, urban and rural parks, and outdoor recreation infrastructure.
Here is an assessment from one of our Board Members as he reviewed the press release and manual changes, ” If allowed to stand, these ( Sec. Order and Manual changes ) would completely overhaul LWCF as we know it and turn it into a major wildlife/habitat/forest management/shoreline stabilization and no more federal land acquisition program “ .  ( See initial summary of the impact of Manual Changes and Order 3388 attached. )
